Action director Andrew Lau's tense, race-against-time thriller has Richard Gere as a maverick federal agent searching for a parolled sex offender. Forced to accept early retirement due to his abrasive manner with the sex offenders he is supposed to monitor, Department of Public Safety inspector Errol Babbage (Gere) spends his last days on the job training up his replacement Allison Lowry (Claire Danes). But when news emerges that a teenager has gone missing, Babbage, sure that the disappearance is linked to one of his most deviant offenders, sets off into the city's dark underbelly, with Lowry in tow, in an effort to track down the suspect before time runs out.
