Set during the Warring States period, the film follows the downfall of Goujian (Lei Zhao), the King of Wu, as he prepares to have his vengeance on Fucha (Mu Chu), the King of Wu. Meanwhile, many residents have left and a large population of stray dogs remain, which the authorities want removed before the 2008 Olympics are held in Beijing.
