The film opens with the leaders of the two main factions in the civil war, Mao Zedong (Tang Guoqiang) of the Chinese Communist Party (CCP) and Chiang Kai-shek (Zhang Guoli) of the nationalist party Kuomintang (KMT), agreeing to call a truce. Kai-shek is elected president of a multi-party government, however the peace is short lived. Soon the two sides find themselves at war with each other in a battle for the future of China that affects every citizen of the nation.
