Plötsligt och inte helt olikt en olyckshändelse lyckas professor Philip Brainard (Robin Williams) uppfinna ett nytt ämne vars egenskaper världen aldrig skådat. Det är grönt, kan flyga, ser ut som slime och framför allt, det kan rädda ekonomin hos professorns skuldtyngda universitet. Denna makalösa upptäckt gör honom naturligtsvis, och om möjligt, ännu mer förvirrad. Och tänk om hans fästmö också kunde förlåta, att han för tredje gången glömde sitt eget bröllop. Med FLUBBER i sin hand skulle allt ordna sig. Något som han dock inte är ensam om att tycka. Och mycket riktigt, mitt framför näsan på professorns älskade men svartsjuke robot Webo stjäls också FLUBBER.
